Surrey Councils Submitted Local Government Reorganisation Proposals on 9 May 2025

On 9 May 2025, Surrey’s district and borough councils submitted their final proposals for local government reorganisation to the Government, following a series of public council meetings held between 29 April and 8 May.

Nine district and borough councils support the formation of three unitary councils (Epsom & Ewell, Guildford, Reigate & Banstead, Runnymede, Spelthorne, Surrey Heath, Tandridge, Waverley and Woking) aimed at preserving local democracy, enhancing accountability, and aligning new councils with Surrey’s existing economic and community identities.

This model is intended to support more responsive governance and stronger local economies.

Two district and borough councils (Elmbridge and Mole Valley) and the county council favour two.

The Government is now considering all submissions as part of the formal review process.
